The last row is the whole argument. The Key Box provides access to the underground valve that turns water on and off to a home or business. It belongs to the utility and it is generally located at the property line. Some protrude from the ground and some are covered with a cap. It is also the exact point where responsibility changes hands.
The utility maintains the service line between the water main and the Key Box, and it adjusts and repairs damaged Key Boxes. The customer is responsible for maintenance of the water service extension between the Key Box and the buildings receiving water service. That is a clean boundary, and knowing which side of it a problem sits on is the first question on any service line job here.

For a household on a well, that is a genuine planning fact rather than a scare. Maintenance crews work year round on hydrants, and the utility asks residents to help. The request is specific: adopt a hydrant and shovel around it after snow falls, always maintaining a six foot radius. In a city where snow is on the ground for a large part of the year, a buried hydrant is not a theoretical problem.
There are two kinds of hydrant and telling them apart matters if you own commercial or multi-family property. The utility maintains public hydrants located in the Municipal rights-of-way. Private hydrants are generally located on private property and are maintained by the property owner, although the utility will provide winter maintenance checks on them. All private hydrants are designated with a 900 series number, so the number on the barrel tells you whose problem it is.
Colour carries information too. Red top hydrants can be used for purposes other than firefighting, and only hydrants with red tops are authorised for water tankers to fill from for landscaping or construction. One more difference is worth naming for anyone moving here from a metered city.
