Seen against that, a septic tank is not a private arrangement. It is nitrogen entering the same watershed the utility is spending very large sums to protect, from a system nobody meters and nobody treats. What the Programme Actually Covers

The qualifying expenses are specified with unusual precision. They are the applicable permits, labour and construction materials needed to install a gravity sewer lateral and connection, or a private sewage pump and force main connection, together with the expenses associated with septic tank abandonment including the pump-out. That covers both of the realistic ways a property gets onto a sewer, gravity where the fall allows it and pumped where it does not.

Eligibility runs to all property owners currently served by a septic system within the Chesapeake Bay watershed and the HRSD service area. You may hire any contractor qualified to perform the work in accordance with locality standards, which is worth noting because it is not universal. In San Antonio a comparable programme is void if you hire your own plumber. Here the choice is yours.

The paperwork required for reimbursement is a copy of the local building permit or equivalent, the local public utility inspection approval, proof of contractor payment by invoice and receipt, and an established HRSD customer account. Reimbursement is then issued within sixty calendar days from the date the owner receives confirmation from HRSD that all necessary forms have been provided and the sewer account is active.

The city Department of Public Health completes the health department identification number, the follow-up date, the inspector name, any comments, and the date the form was received back from Permits and Inspections. The last item is a receipt for the whole chain, and it closes the loop the first box opened.

Read as a whole it is a chain of custody for a dead septic tank. Every stage has a named body, a named signature and a defined moment, and the completed form goes back to the Office of Environmental Services at Corporation Lane within sixty days of the permit being issued. The form states that all work must be completed in compliance with City Code Sections 28-46 through 28-50, and refers the reader to an administrative policy and to the Public Utilities engineering division for more detail.

The practical consequence for a household is that a septic abandonment is not finished when the tank is full of gravel. It is finished when a piece of paper carrying four sets of signatures has reached the health department. If your contractor has never worked in Virginia Beach, that is the thing worth telling them at the start rather than on day fifty nine.

On the counter side the city publishes limits rather than fees. Residential plan sets are accepted across the counter only for additions or alterations with a work area of five hundred square feet or less, accessory structures of the same size, or uncovered decks of any size, and none may exceed five pages.

Commercial sets must be interior or exterior alterations with a work area of two thousand five hundred square feet or less, with no change of use and no assembly, institutional or hazardous uses, and again five pages or fewer. One Region Is Buying Its Way Off Septic While Another Is Still Building It

We built Kingman in the same week as this page and the pair sit at opposite ends of the same question. In the Hualapai Valley the county is still permitting new on-site systems, measuring a hundred feet between a well and a septic field, expecting at least an acre of land and recommending a fifty foot buffer to the property line. Septic there is the normal answer, and often the only one.

In Hampton Roads a regional utility is spending grant money to remove septic systems from the landscape one property at a time, because every one of them contributes nitrogen to a bay that a great deal of public policy is trying to restore. Neither region is wrong. They have different water, different density, different receiving environments and different problems.

What it means for a household here is that a septic system is a declining asset in a way it is not in the desert. The infrastructure is arriving, the money to connect to it is available while the grant lasts, and the paperwork for abandoning a tank is already written and waiting. If you are weighing a septic repair against a connection, that changes the arithmetic.

It is worth being precise about one thing though. HRSD is not the body that can make you connect, and it says so plainly. Whether you must connect is a question for your own locality, and the answer differs across the region. Ask the city before you assume either that you are required to or that you are safe.

Virginia Beach is an independent city, which in Virginia means it sits in no county at all, and Norfolk, Chesapeake, Portsmouth, Suffolk, Hampton and Newport News are independent cities too.
