Plumber Anaheim Households Call, and the Drawing the City Wants First

Anaheim will let you replace a water heater in the same place with no building permit, on a single family home. Move it, and the rules change completely. A new or relocated water heater needs Building Division plan check approval, and to get that over the counter the city asks for a gas pipe isometric drawing. Put the unit outside the building and Planning and Zoning wants two copies of a site plan as well.

That is the strictest line any city we write for draws around a single household appliance, and it is drawn in an unusual place. Most cities ask what you are installing. Anaheim asks whether it moves.

The other thing to know before anybody quotes you is the water. The city publishes total hardness at 19 grains per gallon on its groundwater and 17 grains at its own treatment plant, which is roughly double the threshold at which water is called very hard. What the Water Does

Nineteen Grains, and What It Costs You Over Ten Years

Anaheim Public Utilities publishes total hardness twice, because the city has two kinds of water. Its groundwater averages 19 grains per gallon, or 318 parts per million as calcium carbonate. Water treated at the Lenain plant averages 17 grains, or 288 parts per million. Chlorine is the disinfectant, with an average residual of 1.0 part per million against a maximum residual disinfectant level of 4.

Above about ten grains water is conventionally described as very hard. Anaheim is close to double that on both sources, and the difference between the two is smaller than the gap between either of them and soft water. In other words, there is no lucky part of town.

The mechanical consequences are entirely predictable and that is the useful part. Calcium comes out of solution on the hottest surface in the system, which is a heating element or the base of a tank above a burner, and the layer it forms insulates the water from the heat. The unit then runs longer for the same output, the metal underneath runs hotter, and the tank fails from the inside out. On a tankless unit the same chemistry closes down a heat exchanger instead, which is why descaling here is a schedule rather than a reaction.

It shows up everywhere else too. Fixture cartridges seize on mineral rather than wear. Aerators and shower heads block. Toilet fill valves start running because a fleck of scale is holding a seal open. Dishwashers and washing machines lose efficiency quietly. None of that is a fault in the fittings, it is the water doing what water at 19 grains does.

The city also reports that in 2024 it completed installation of one of the largest groundwater treatment systems in the United States, built to remove synthetic chemicals that had reached the local groundwater basin. That is a treatment story rather than a plumbing one, and it does not change what a softener or a descaling interval has to deal with.

The System Behind the Tap

A City That Bought Raw Water Because Raw Water Is Cheaper

Anaheim has run its own water system since 1879, and it is one of the few cities anywhere that owns both its water utility and its electric utility under the same roof. What that ownership bought it is the freedom to make a procurement decision most cities cannot make.

Anaheim blends its own groundwater, drawn from the basin the Orange County Water District manages, with imported water reaching Southern California through the Metropolitan Water District. Imported water can be bought already treated. Anaheim states that it has the ability to purify untreated water that is lower in cost than fully treated water, and it built the plant to do it: raw water is stored at Walnut Canyon Reservoir and purified at the August F. Lenain Water Treatment Plant.

The storage split tells the story on its own. One untreated reservoir holds 920 million gallons. Twelve treated facilities hold 35.75 million gallons between them. The city keeps roughly forty times more water in the raw state than in the finished state, because raw water is the cheap thing to hold and treatment is what it does on the way out.

The distribution system that carries it is 758 miles of main serving 64,696 meters, of which 55,134 are residential and 7,189 are commercial or industrial, with 7,935 fire hydrants and 9 pump stations. Those are the city own figures, and they are worth quoting because they set the scale: this is a large municipal system, not a small one, and the difference between its two source waters is the difference in the hardness numbers above.

The Published Sequence

The city publishes this as a checklist in its own handout, in this order, with boxes to tick. It is worth following exactly, because the steps are not interchangeable and the drawing requirement in step two surprises almost everybody.

  1. Planning and zoning approval, if it goes outside

    Required for new or relocated water heaters placed outside the building. The city asks for two copies of an 8.5 by 11 inch site plan showing the location of the new or relocated heater, and publishes a sample site plan at the Building Division counter and online.

  2. Building Division plan check approval

    Required for new or relocated water heaters. To receive an over the counter plan check review, the city asks for a gas pipe isometric drawing, and publishes a sample isometric to work from. This is the step that turns an appliance swap into a drawing exercise.

  3. Permit issuance

    Complete a plumbing permit application. A permit may be obtained by the property owner, a licensed contractor, or an employee of either carrying current workers compensation insurance, and the city notes that the owner of a single family residence may obtain a permit without workers compensation insurance. It also notes additional state requirements apply to homeowners and points people at the state licensing board for contractors.

  4. Prepare the gas test, if there is new pipe

    Installation of new gas pipe more than six feet in length requires a final gas test. The city specifies the equipment: a gauge reading in one tenth pound increments with a twenty pound maximum, filled to ten pounds of air pressure and held for a minimum of ten minutes.

  5. Have it live when the inspector arrives

    The city states that the new gas pipe must be under pressure with the test gauge in place when the inspector arrives on the jobsite. A test that has been run and released before the appointment is not a test the inspector can witness.

  6. Make the heater reachable

    Water heaters generally require only a final inspection. Where the heater or part of the venting system is in an attic, the city requires a safe ladder to be provided. Where the heater is in a back yard and nobody will be home, it asks for a note on the front door confirming pets are secured and permission to enter through a gate is granted.

  7. Have the paperwork the inspector asks for

    The city asks for the water heater manufacturer installation instructions to be available for the inspector to review, and gives the inspection code for the final plumbing visit. Bring the literature that came in the box rather than throwing it away with the packaging.

We are not quoting a permit fee on this page, and the reason is worth stating. Two versions of the city own plumbing permit application are in circulation and they give different water heater fees and different minimum permit fees. Neither can be dated from its own contents, so rather than pick one we suggest confirming the current figure with the Building Division before budgeting.

Flat Ground, Canyon Ground, and Two Different Sets of Problems

Anaheim splits cleanly in two. West and central Anaheim sit on the flat Orange County plain, built out heavily through the postwar decades, which means slab on grade construction, copper supply of an age where pinhole leaks are normal, and cast iron or early plastic drainage now reaching the end of its service life. The characteristic call there is a slab leak: invisible for months, announced by a warm patch on a floor or a water bill that climbs without explanation.

Anaheim Hills and the Santa Ana Canyon are a different city in plumbing terms. Slope changes drainage behaviour, hillside lots put fall into drain lines that flat lots have to design for, and the newer construction there is largely modern materials with failures concentrated at fittings rather than in pipe. Hillside properties also raise questions flat ones never do about where surface water goes and what happens to it in a wet winter.

The oldest fabric, the original Anaheim Colony and the streets around downtown, is the place galvanized supply still turns up. Galvanized does not usually announce itself with a leak. It closes from the inside as it corrodes, so what you notice is a shower that lost its pressure so gradually that nobody can say which year it happened.

Across all of it, the hard water is the constant. A city on 19 grain water with a lot of slab construction has two recurring expenses rather than one: appliances that scale, and supply lines under concrete that are expensive to reach. Both are cheaper to plan for than to react to.

The last six entries are deliberately not Anaheim. Fullerton, Orange, Garden Grove, Buena Park, Placentia and Yorba Linda are separate incorporated cities with their own building departments, their own permit rules and, in several cases, their own water providers. An Anaheim mailing address is not proof of an Anaheim permit counter, and on the boundary streets it is worth confirming before anything is filed.

That matters more here than it does in a lot of places, because Anaheim owns and runs its own water and electric utilities. Cross a city line and you may be dealing with a different utility as well as a different building department, which changes who you call about a meter, a service line or a supply problem.

Worth confirming on the boundaries. Fullerton, Orange, Garden Grove, Buena Park, Placentia and Yorba Linda all border Anaheim and run their own building departments. Because Anaheim also owns its water and electric utilities, crossing a city line here can change your utility as well as your permit counter, which is not true in most of Southern California. Settle it from the address before work is scheduled.
