Plumber Charlotte NC: The City That Flushes Into a Different River
Charlotte takes its drinking water out of the Catawba River basin, from Lake Norman and Mountain Island Lake. It then treats the wastewater and discharges a portion of it into the Rocky River basin, which is a different watershed altogether. Moving water between basins like that is regulated by the state of North Carolina, and Charlotte Water holds a certificate that caps it at 33 million gallons a day.

The Transfer and the Ceiling
What an Interbasin Transfer Is, and Why Charlotte Has One
An interbasin transfer, as Charlotte Water defines it, is a state-regulated withdrawal, diversion or pumping of surface water from one source river basin into another. The transfer is not the whole withdrawal; it is specifically the amount of water that is not returned to the basin it came from. In North Carolina, any transfer above two million gallons a day is regulated by the state.
Charlotte holds a certificate issued in 2002 by the North Carolina Environmental Management Commission allowing up to 33 million gallons a day to move from the Catawba basin to the Rocky River basin. The utility says that certificate was projected to support the area water demands through 2030, and given the growth of the region since, that horizon is now close.
In February 2024 Charlotte Water filed a notice of intent to modify the certificate. It has not formally requested a number yet, and says it is still determining what the demand actually requires for the next thirty years, so we are not going to invent a figure. The process it has published runs to thirteen steps and it describes the timeline as two to four years.
There is now a statutory pause on top of that. House Bill 850 suspends approval of new or expanded interbasin transfers above fifteen million gallons a day until 1 March 2027, which means the modification cannot be approved during that window if it exceeds that threshold. The utility says it does not expect service disruption and is continuing the technical work in the meantime.
A live note rather than a permanent one. When this page was researched, Charlotte Water was publishing a Mandatory Stage 2 drought declaration for its service area. Drought stages change, sometimes quickly, and the restrictions attached to them affect irrigation, outdoor use and pressure washing rather than plumbing repairs. Check the current stage on the utility drought resources page before assuming any of it still applies.
Alternatives to a larger transfer have been evaluated as part of the process and the utility has published them: pumping water back to the Catawba basin, reuse options, and new water sources on the Yadkin side. It notes that infrastructure alternatives require significant capital and lengthy implementation, which is the honest reason a higher limit is the option on the table.
Every Sewer Overflow in the County, Sorted by Cause
Charlotte Water publishes something most utilities keep to themselves: a full breakdown of every sanitary sewer overflow in its system for the year, by what caused it. There were 147 in the last published year across 4,638 miles of wastewater main, a rate the utility gives as 3.2 spills per 100 miles of pipe, with an average spill response time of 29 minutes.
The three largest causes are pipe failure at 37, grease at 34 and roots at 34. Debris in the line accounts for 14, other causes 11, contractor construction damage 8, severe natural conditions 6, and inflow and infiltration, pump station equipment failure and vandalism one each. Read that list once and the household lesson is unmissable.
Grease and roots together are 68 of 147, which is more than pipe failure and everything else combined. Neither of those is an infrastructure problem in any useful sense. Grease arrives down kitchen sinks and out of restaurant kitchens. Roots arrive from trees growing over pipe joints. Both are, in the most literal way, things people and gardens put into the system.
The utility fights them at scale. It cleaned 757 miles of wastewater pipe in the year, treated 285 miles with root control chemicals, inspected 122 miles by camera, ran 8,453 rapid assessment tests to decide where to work next, and cleared 125.16 miles of right of way to keep access open and impede root intrusion. On the grease side it inspected 5,247 grease traps at food service establishments and issued 43 notices of deficiency.
None of that reaches your own lateral. The public system is being cleaned, dosed and surveyed on a programme; the pipe between your building and the main is not. So the same two causes that produce most public overflows produce most private backups, and the same two answers apply: keep fats and oils out of the drain, and know where the trees are relative to the line.
One more figure is worth noting because of what it is not. The utility reports zero notices of drinking water quality violations in the year, and zero partially treated discharge events, alongside eight collection system violations and one plant notice of violation. That is a system whose weak point is the collection network rather than the treatment side, which is exactly what the overflow causes already said.
The House and the Trees
Build Decades, Piedmont Clay and a Very Old Canopy
Charlotte grew in distinct waves and the build decade of a property predicts most of what is behind its walls. Pre-1950 stock in the inner neighbourhoods carries galvanized supply and clay drainage. Galvanized closes up from the inside rather than bursting, so the symptom is falling flow at the furthest fixture and discoloured water on the first draw, and clay drainage is where roots do their best work.
Mid-century expansion brought copper supply and cast iron drainage, the 1980s and 1990s mixed copper with PVC waste, and modern construction is PEX and PVC throughout. That progression matters most when it collides with the canopy, because the older the neighbourhood the older the trees and the more likely the drainage under them is jointed clay.
Piedmont clay soils are the other variable. They hold water and they move with the season, which stresses rigid pipe passing through and under slabs and can change the fall on a shallow drain line over a wet and dry cycle. A drain that runs well in spring and struggles in a dry late summer is a classic local pattern and is not always a blockage.
The utility root control programme is the clearest evidence that this is a genuine local issue rather than a sales line: dosing 285 miles of pipe a year with root control chemicals is not something a system does about a theoretical problem. On a private lateral the same job falls to the owner, and a camera survey is what shows whether roots are the cause or merely present.

Permits and Boundaries
One County Answers All Three Questions
Every city page on this site asks the same three questions: who owns the water pipe, who takes the waste, and who issues the permit. Almost everywhere those three boundaries are three different shapes, and the gaps between them are where households get caught out. Charlotte is the first place on this site where all three answers are the same.
Charlotte Water serves Mecklenburg County, including the towns of Matthews, Mint Hill, Pineville, Huntersville, Davidson and Cornelius, describing itself as the largest public water and wastewater utility in the Carolinas with an estimated 1,206,285 people served. And Mecklenburg County Code Enforcement issues building, electrical, plumbing and mechanical permits, as required by North Carolina General Statute 160D-1110, across the county.
The exemption worth knowing, in the county own words. County Code Enforcement publishes that a plumbing permit is not required for replacement of a water heater in a one or two-family dwelling under circumstances set out in North Carolina General Statutes 153A-357 or 160A-417. Note the qualifier: the exemption exists under circumstances the statute sets, not unconditionally, so check the current position before assuming your job fits inside it.
And what it does not cover. An exemption for a like-for-like replacement in a one or two-family dwelling says nothing about a tankless conversion, a relocation, gas work, a multi-family building or anything that changes the piping rather than the appliance. The county is the authority on where that line falls, and a licensed contractor who works there daily will know which side of it your job sits on.
The scale of what the county utility runs is worth stating once, because it explains why the process is as systematised as it is. Three water treatment plants, Franklin at 181 million gallons a day capacity, Dukes at 25 and Vest at 24, giving a total design capacity of 230 million against an average day of 124.55 million pumped. Six wastewater plants with a combined design capacity of 123.1 million gallons a day treat an average of 87.6 million.
On the ground that is 4,664 miles of water main, 18,797 hydrants, 93,447 valves, 337,125 meters and 328,048 active water service connections, against 4,638 miles of wastewater main, 76 lift stations, 119,451 manholes and 470 smart covers that detect overflows automatically. The utility even publishes the unit economics: 22 gallons of water for a dollar.
One honest note on history. The utility About Us page dates itself to 1889 and its own Facts and Figures document says 1899. Two publications of the same organisation disagree, so we will say it dates to the late nineteenth century and leave the year to them.
Where Requests Come From
Charlotte Neighbourhoods and the Towns Inside the County
Charlotte fills most of Mecklenburg County and shares it with six towns. The list below is where enquiries reach us, not a claim about coverage, and the last six entries are separate municipalities rather than Charlotte neighbourhoods.
Matthews, Mint Hill, Pineville, Huntersville, Davidson and Cornelius are incorporated towns with their own governments and their own planning departments. What makes Charlotte unusual is that being a separate town here does not change your water utility or your permit office: Charlotte Water serves them and county Code Enforcement permits them, so the plumbing rules travel with the county rather than with the town.
That is the opposite of the pattern almost everywhere else on this site, where crossing a city limit changes the utility, the permit desk or both. In Mecklenburg the line that matters for plumbing is the county line, not the municipal one, and it is worth saying plainly because people moving here from other metros expect the reverse.
Inside the city the variation is age. The inner neighbourhoods carry the oldest pipe and the oldest trees, the university and Ballantyne edges are largely modern materials, and the difference in what a first visit finds between those two is much larger than any difference in the water arriving at either.

Water heater work is the other constant, and the county statutory exemption makes the compliance conversation shorter for a like-for-like replacement in a one or two-family dwelling than it is in most cities.
