Plumber Salt Lake City: Water That Changes in Summer
Most cities deliver water with roughly the same chemistry all year. Salt Lake City does not, and the utility says so openly. More than 60 percent of the supply starts in mountain streams in the Wasatch canyons. In summer months the department supplements that flow with deep wells from across the valley, and it states plainly that well water is harder, with more minerals than the source water.

Where the Water Comes From

The Salt Lake City Department of Public Utilities describes its source water as mountain streams, surface water reservoirs and a network of groundwater wells and springs. The primary source is the streams: City Creek, Parleys Creek, Big Cottonwood Creek and Little Cottonwood Creek, all in protected watersheds in the Wasatch Mountains south and east of the city.
Three of those canyons carry their own city treatment plants, reported as the City Creek plant, the Parleys plant and the Big Cottonwood plant. That is unusual in itself. Rather than one central works taking one blended raw water, this city treats several distinct canyon supplies separately, which is part of why the water in one part of town has never been quite identical to another.
The department also buys. It purchases treated water from the Metropolitan Water District of Salt Lake and Sandy and from the Jordan Valley Water Conservancy District. The Metropolitan supply comes from a completely different watershed again, sourced from rivers including the Provo, Duchesne and Weber and stored in reservoirs including Jordanelle and Deer Creek.
Then there are the wells, and this is where the seasonal story sits. The wells and springs feeding groundwater into the supply are spread across the Salt Lake Valley. Groundwater passes through subsurface geology on the way to the plants, which filters it naturally but also dissolves minerals into it, which is exactly why the department describes it as harder than the canyon water.
Put those together and a Salt Lake City tap is not one supply. It is a canyon stream most of the year, a canyon stream plus deep valley groundwater in summer, and purchased water from two different districts depending on where you live in the service area. Anyone sizing water treatment equipment off a single assumed number here is guessing.
What the Department Publishes About Its Own Network
The figures below are the ones the department puts in its own drinking water quality report. They are worth reading because they define the scale of the system your service line hangs off, and because they explain why the service area does not match the city boundary.
The service area is the number that catches people out. The department supplies incorporated Salt Lake City and also portions of Cottonwood Heights, Holladay, Millcreek, Murray, South Salt Lake, Midvale and unincorporated Salt Lake County. Your water can come from Salt Lake City while your building permit comes from somewhere else entirely.
It is a four-utility department too, publishing a service area map that covers water, sewer, stormwater and streetlighting along with the watershed and protected watershed areas it manages. That matters on a job that involves both a private drain and a public storm system, because the answer to who to talk to is often the same department twice.
The Ground and the Canyons
A Protected Watershed Is an Actively Managed One
The phrase protected watershed does real work here. The department manages watershed and protected watershed areas as part of its published service area, and the primary streams are described as sitting inside them. A city that takes most of its water from surface streams a short distance above its own suburbs has to manage what happens in those canyons, because there is no aquifer buffering the result.
On the groundwater side the department is equally direct about the link between the surface and the supply. It explains that groundwater passes through subsurface geology in a natural filtration process on the way to the treatment plants, and asks the public never to dispose of chemicals or hazardous materials on the ground, because those materials can migrate through soils and harm groundwater.
That is a plumbing instruction as much as an environmental one. Draining a softener regeneration cycle, a boiler flush, a chemical drain cleaner or a bucket of anything unpleasant onto open ground rather than into a sanitary drain is not a neutral act in a valley where the wells sit under the neighbourhoods. In a city that pumps its own valley groundwater in summer, the ground is part of the water system.
The department also updates a watershed management plan, and notes that these areas face growing pressures. For a household that translates into a simple habit: chemical waste goes to the proper disposal route, not the yard, not the storm drain and not the gutter.
Who Signs Off on the Work
Salt Lake City Has No Plumbing Permit Exemption
Some cities publish a list of small plumbing jobs you can do without a permit. Salt Lake City does not. The city permit guidance quotes the governing rule in absolute terms: no person, firm or corporation shall make any installation, alteration or improvement to the electrical, plumbing or mechanical system in a building, structure or premises, or cause the same to be done, without first obtaining the prescribed permits.
Electrical, plumbing and HVAC work appears explicitly among the categories requiring a permit, described as necessary to ensure the work meets safety standards. There is no dollar threshold of the kind Seattle publishes, no simple permit track of the kind San Diego runs and no contractor exemption of the kind Phoenix applies to water heaters. The rule is the rule.
Who may hold the permit depends on how you occupy the property, and this catches landlords out constantly. If the structure is owner-occupied and is your primary residence, the property owner may obtain the appropriate permits. If the property is a rental or a commercial property, a contractor is required to obtain the permits and to do the work.
Timing carries a penalty. The guidance states that a permit must be obtained as soon as it is practical to do so, generally the next day, and that if there is an unreasonable delay in obtaining a permit a double fee shall be charged. On an emergency repair that is a genuinely useful thing to know in advance, because it tells you the city expects the paperwork to follow the work quickly rather than eventually.
If the property is a rental, you cannot pull the permit yourself. The owner-occupier route applies only to the home you actually live in. On a rental or commercial property the city requires a contractor both to obtain the permit and to perform the work, which changes who you need to hire before anything starts.

The city permit guidance states that a home in a historic district or a legally recognised historic structure requires contact with Salt Lake City Planning before you apply for a building permit. On streets full of pre-war housing that is not a rare situation.
The House and the Pipe In It
Build Era, the Meter Line and Where the Lead Risk Sits
Salt Lake City has genuinely old residential districts alongside genuinely new ones, and the era predicts the material in the usual way. Pre-war stock carries galvanized steel supply and cast iron drainage. Postwar decades brought copper, later joined by CPVC, and modern construction uses PEX and PVC. Galvanized is the quiet one. It does not burst, it closes from the inside, so the symptom is falling flow at the furthest fixture and discoloured water on the first draw rather than a flood. On lead, the department is precise about where the risk lives. Its report states that lead in drinking water is primarily from materials and components associated with service lines and home plumbing, and that homeowners share the responsibility for protecting household members from lead in home plumbing. In other words the treated water leaving the plant is not the variable. The last stretch of pipe, which you own, is.
The published household advice follows from that. Flush the pipes for several minutes by running a tap, taking a shower or running a load of laundry or dishes before drinking water that has been standing. Where lead materials are identified, use a filter certified by an accredited certifier to reduce lead, and consider identifying and removing lead materials within the home plumbing itself.
Now put the seasonal hardness back into the picture. Equipment sized against the softer canyon water will be working against harder valley water for part of every year, which is exactly the condition that produces a softener regenerating too rarely, a water heater scaling faster than expected and a mixing cartridge that seizes sooner than the label promised. Annual flushing and a look at the anode rod are worth more here than the calendar suggests.

Salt Lake City Neighbourhoods and the Cities Around Them
The city runs from the bench streets up against the mountains down to the valley floor on the west side, and the areas below differ in build era, elevation, pressure zone and which authority issues the permit.
The last several entries are the important ones. Millcreek, Holladay, South Salt Lake, Murray, Midvale, Cottonwood Heights and West Valley City are separate incorporated cities with their own building departments. The Salt Lake City department nonetheless supplies drinking water to portions of several of them, which is why the utility on your bill is not a reliable guide to who issues your permit.
That split is worth confirming at the start of any job. Get the water utility answer and the building authority answer separately, because in this valley one does not imply the other, and a permit from the wrong city is worth nothing at all.
