Plumber Austin TX: The City That Measures Five Feet

Most cities decide who may work on your plumbing by asking what the work is. Austin asks where it is. The city publishes a stand-alone Plumbing Service Line permit that allows a non-licensed plumber to install, service or repair water and sewer service lines on private property in the area extending from the public right-of-way to not less than five feet from a building. Beyond that measured distance the rules change.

How Austin Permits Plumbing

Six Permit Types, One Measured Boundary and a Second Water System

Austin does not have a plumbing permit. It has six. The city publishes separate stand-alone permits for plumbing repairs, plumbing irrigation, plumbing utility connections, plumbing new construction in the extraterritorial jurisdiction, grease interceptor replacement and the service line permit described above. Most of them require the applicant to be registered as a contractor with the city before applying at all.

The service line permit is the one worth reading closely, because it is the only place on this site where a licensing rule is drawn as a distance. Its published scope covers work from the public right-of-way or easement to not less than five feet from a building or structure. That means the same trench can change regulatory character partway along its length, and the answer to who may legally do the work depends on a tape measure.

Grease interceptor replacement carries its own trap. That permit is for replacement or complete removal of a grease trap, it is not included in a plan review, and it requires Austin Water Industrial Waste preapproval before the city will act. A commercial kitchen operator who books a replacement without that preapproval has bought a delay rather than a job.

Then there is the ordinance that no other city on this site has. Since 1 April 2024, new commercial, multifamily and mixed-use developments of 250,000 square feet gross floor area or more must install an Onsite Water Reuse System under Chapter 15-13 of city code. These collect rainwater, air conditioning condensate, stormwater, graywater or foundation drain water and plumb it to irrigation, toilet and urinal flushing and cooling towers.

The requirement is graded. At 250,000 square feet and above, combined condensate and rainwater must be collected and used for irrigation, toilets and cooling towers. Where the project is four or more multifamily buildings at low floor area ratio, the required use narrows to irrigation. Below 250,000 square feet, a cooling tower of 100 tons or more capacity triggers a condensate collection requirement on its own. The permit comes from Austin Water, not from the building department.

Two questions worth asking before any Austin job is priced. First, which of the six permit types does this work actually fall under, and does the person quoting hold the registration it requires. Second, on a commercial or large residential project, does anything about this trigger the onsite reuse rules, because that is a second permit from a different agency and it is not something to discover during construction.

Where the Water Comes From

All Surface Water, All From One River

Austin Water draws surface water from the Lower Colorado River as it flows through Lake Travis and Lake Austin, and treats it at three plants: Handcox, Davis and Ullrich. There is no groundwater backbone here and no regional wholesaler filling the gap. The city drinks a river that has been dammed into a chain of lakes, and that is the whole supply.

The chain matters. The published system runs from Lake Buchanan down through Travis, Austin and Lady Bird Lake, which means what happens upstream in a drought year is what happens to Austin. A surface water supply on a managed reservoir chain behaves nothing like a deep aquifer, and it is the reason this city talks about long-range water planning as much as it does.

Austin Water tests the drinking water multiple times a day, every day, and publishes an annual consumer confidence report. The state environmental commission completed a source water assessment which indicates some sources are susceptible to certain contaminants, and sampling requirements are set against that susceptibility rather than against a generic schedule.

The long view sits in Water Forward, the utility hundred year water resource plan. That is the document the smart meter programme and the onsite reuse ordinance both hang off, and it explains why a city with one river is willing to legislate about air conditioning condensate. When the supply is single and finite, every other drop on a site becomes worth plumbing.

What To Do When My ATX Water Flags a Leak

Austin has done something few cities have finished doing. Council approved the contracts in March 2020, and over the following five years more than 250,000 analog meters were replaced with electronically read meters on a wireless network. The customer portal sends custom notifications when use rises suddenly in a way that could indicate a leak, with data typically available within 24 hours of consumption.

That alert is a signal, not a diagnosis. It tells you water moved; it does not tell you where or why. Work through this before assuming the worst or dismissing it.

Eight checks, in this order

  • Look at the shape of the usage graph, not just the total. A continuous flat line overnight reads as a leak. A single spike at a known time usually reads as an event, such as filling a pool or a long irrigation cycle.
  • Rule out irrigation first, because it is the commonest false positive. A stuck valve or a controller that ran an extra programme will produce exactly the pattern a leak produces.
  • Check every toilet. A silently running fill valve is the single most common household leak and it can run for weeks without a sound anyone notices. Our guide on fixing a running toilet covers the two usual causes.
  • Shut the fixtures off and watch the portal, or the meter, for movement. If use continues with nothing running, the leak is on the system rather than at a fixture.
  • Isolate the house at the main shutoff and check again. Continued flow with the house isolated points at the service line between the meter and the building, which is the stretch that five foot rule sits across.
  • Check the water heater relief line, the pressure reducing valve and any softener or filter regeneration cycle. Equipment that discharges to drain will show as consumption and produces no visible water anywhere.
  • Look for the physical signs before opening anything. A warm patch on a slab floor, an unexplained damp area, a sound of running water in a wall. Our guide to the signs of a hidden water leak sets out the full list.
  • If nothing has been found and use is still running, stop guessing and get it located. Pressure isolation and acoustic work cost far less than concrete opened in the wrong place.

Two reassurances the utility publishes and that are worth repeating, because they come up constantly. The meters are battery powered with a typical ten year battery life that Austin Water replaces, so a power cut does not stop data collection. And Austin Water states it cannot remotely turn off or regulate your water; service can only be shut off manually.

The portal also lets you set your own consumption threshold and be alerted when you cross it. That is genuinely useful on a property with irrigation, a pool or a tenant, because it converts a monthly surprise into a same-week question.

The House and the Rules Around It

Build Era, Slab Construction and the Second Pipework

Austin housing spans a long range, from early central neighbourhoods laid out well before the war to subdivisions completed in the last few years, and the era usually predicts the material. Older central stock carries galvanized steel supply and cast iron or clay drainage, both of which fail from the inside and slowly. Later decades brought copper under slab, then PVC and PEX.

Slab on grade is the constant. With no basement to inspect, a supply failure under the floor stays invisible until it produces a warm patch, an unexplained meter reading or a damp line along a wall. That is precisely why the smart meter alert is more valuable here than it would be in a city where the pipe is in a crawlspace you can walk into.

Permits behave in a way worth planning around. A city permit expires on the 181st day if no inspection has been scheduled or received, and a cancelled or failed inspection with no work performed does not extend it. A passing inspection does, by 180 days. On a phased project that timing is not administrative detail, it is the difference between a live permit and a fresh application.

Homeowners have a route of their own. The city allows a homeowner to register as a contractor and take responsibility for requesting permits and passing inspections on their own property. The same page also states something every Austin property owner should read twice: in Texas, anyone can be a general contractor, and no state licence is required for that role. Plumbers are licensed at state level; general contractors are not.

Finally, the reuse ordinance changes what large buildings physically contain. A development over 250,000 square feet now carries a second, non-potable pipework system alongside the potable one, feeding irrigation, toilets and cooling. Two water systems in one building makes cross connection control and clear labelling a genuine safety matter rather than a code formality, and it is a discipline the commercial side of this market is still growing into.

Where Requests Come From

Austin Neighbourhoods and the Jurisdiction Around Them

Austin runs from pre-war central grids to master planned edges, and the areas below differ in build era, lot size, slope and which authority issues the permit.

Three separate incorporated cities sit inside or against the Austin urban area and are not the City of Austin: Westlake Hills, Rollingwood and Sunset Valley. Pflugerville, Cedar Park, Manor and Round Rock are separate cities as well. Each has its own building department, and a mailing address does not settle which one you are in.

Austin also permits beyond its own city limits, which is unusual and worth knowing. One of the six stand-alone plumbing permit types is specifically for plumbing new construction in the extraterritorial jurisdiction, the area outside the full-purpose city limits where the city still holds certain authority. If you are outside the city line but inside the ETJ, the answer to who permits your work is not the obvious one.

Leak location leads the Austin list, and the smart meter programme is why. Households now find out that water is moving days or weeks before they would have found out from a bill, which turns a slow slab leak from a discovery into an investigation. Leak detection done properly here means isolating at the meter, pressure testing and locating acoustically before anything gets opened.

Service line work is its own Austin category because of the five foot rule and because the run from the right-of-way to the building is often long. Where a service line has failed once on an older property, the question is whether it is a single defect or a length of pipe at the end of its life, and that decision is far cheaper made with a camera and a pressure test than with a second excavation.

Check the shape of the usage graph, rule out irrigation and running toilets first, then shut fixtures off and see whether use continues. If it does with the house isolated at the main, the problem is likely on the service line rather than at a fixture.

The city says not. Austin development services states plainly that in Texas anyone can be a general contractor and a state licence is not required for that role. Plumbers themselves are licensed at state level, which is why verifying the plumbing licence rather than the contractor status is the check that actually protects you.

Worth confirming. Westlake Hills, Rollingwood and Sunset Valley are separate incorporated cities, and Pflugerville, Cedar Park, Manor and Round Rock are separate cities with their own building departments. Austin also holds authority in an extraterritorial jurisdiction outside its full-purpose limits, and publishes a specific plumbing permit type for new construction there.
