The purification itself is a three step advanced treatment process: microfiltration, then reverse osmosis, then ultraviolet light with hydrogen peroxide. The district reports that this uses less than half the energy needed to transport water from northern to southern California and about one third the energy needed to desalinate seawater, and that it has committed a further nine hundred million dollars to expanding water reuse.

One of the stated benefits is directly relevant to a coastal city.
